* Set the tip height and previous hash for arbitrary genesis blocks
And cleanup the ledger strategy interface.
* Generate partial chains with correct previous block hashes
* Provide the network value from the PreparedChain strategy
* Move the preallocate tests into their own files
And move the MetaAddr proptest into its own file.
Also do some minor formatting and cleanups.
