allows removing the `tower` dependency.

* Make `cache_dir` argument optional
Fallback to the default Zebra state cache directory.

Minor formatting fix, to avoid adding an unnecessary newline.
* Move `tip-height` command into `zebrad`
Make it available as a sub-command in `zebrad`.
