Security: Stop routing inventory requests by peer address (#3090) 
* Rewrite PeerSet comments to split long sentences

* Replace peer set integer indexes with address-based indexes

Also improve documentation and logging.

* Security: Stop using peer addresses to choose inventory routing order

* Minor doc and code cleanups

* Stop re-using a drained HashSet

* Replace used `_cancel` with `cancel`
