tests(config): Add tests for old configs (#4676) 
* change `initial_mainnet_peers` and `initial_testnet_peers` type to `IndexSet`

* add tests for zebra config files

* add serde feature to indexmap

* remove async

* update config

* fix `stored_config_path()`

* skip tests if config is not found

* use CARGO_MANIFEST_DIR
